They are probably just expression lines or laugh lines. Just make sure you always wear sunscreen, everyday, summer and winter. I have been doing this since I was about 15, I am now 40 and everyone thinks I'm 30, I hardly have any wrinkles at all(not bragging) so it does work. You can't get rid of wrinkles but you can make them less visible by moisturizing morning and night with a good quality product. I use oil of olay and have always loved their products! I don't go for the really expensive products, I don't believe they are really any better, they are just trying to suck us in to spending more!! Yes a 20 year old can get wrinkles under their eyes because the face is very animated. Laughing will cause wrinkles. But please do not stop laughing to avoid them :-)
The only thing that truly works for wrinkles is Retin-A and Retinol. Retin-A is a Retinoic Acid, Retinol is Retinyl Alcohol. Most products (Loreal, Clinique, Chanel etc) proclaiming reduction of wrinkles will have that substance as an active ingredient. However unless you get this as prescription it will have a mild effect on reduction of wrinkles.
Keep in mind Retin-A reduces skin oil and decreases acne, while Retinol increases skin oil and may cause acne.

You are never to young to wrinkle why you should be pro active. Try the intelligence line from Arbonne it has a great regime and eye cream for your age - and it helps combat aging.
Try not to use to much make up on your eyes. Try cream that will fill in those wrinkles.

They will not inject botox under the eye. It can however be used to diminish the appearance of crows feet and consequently help a little with lines around the eye. It can also give your eyes a little lift, like a brow lift if injected above the eye area.
Restylane is a dermal filler and is used to plump up those lines and can work in that area to fill in the lines under the eye. Botox and restylane are temporary and have to be reated every 4-6 months.
Lasers aren't generally used in that area but thermage can be used in the eye area. I'd stay away from lasers though as they have a much higher complication rate, can cause permanent damage and have a lower satisfaction rate compared to botox or restylane. As for the dark circles, I don't know, but none of this matters because when you set up your consultation with a doctor he/she will advise you as to what are the most effective treatment for the results you want to achieve. This may sound stupid. and i dont really kno a specific treatment but if you put 2 spoons in the freezer or anywhere to get them cold then put them on/under your eyes it really helps with bags/circles :)
You could go with botox but from what i know using cold spoons or use cold tea bags, (leave used tea bags on side of sink for one day then put under your eyes for 10 Min's)
if the don't work try the anti aging cream.

Also, ALWAYS wear sunglasses when you are outside. One summer I lost mine and never got another pair...in just that short period of time, I noticed the first signs of crow's feet. I was 28 years old. Luckily, I've been very careful since and they haven't gotten too much worse.
I wouldn't bother with any anti-wrinkle stuff yet. I would look into a light moisturizer w/a sunscreen for day and a good cream for nighttime. Also, get a product made specifically for your eye area. When you are 35, step it up to anti-aging products.
